If the transaction is processed from your bank using PayPal, this number will be shown in your bank statements. I called PayPal and they said yes, the earlier call was because of the unusual activity, so I asked why didn't they say something then about locking out the account, they said it was because they couldn't confirm who they were talking to when they make phone calls - which seems to nulify any attempts to 'verify account activity'and also begs me to ask why then did the person who called me tell me what my account balance was and what I'd sold recently? - anyway, I reset passwords, security questions etc and eventually logged in. 40 is the customer service number for all the PayPal transactions. Update - just tried to login to my PayPal account and found that I couldn't login without resetting password, security questions etc., as, (according to PayPal) there had been unusual activity on the account.
